Gather support from core developers, dapp developers, and infrastructure providers before pushing it out.

Push for the non-consensus changing ERC4337 to be implemented on layer 2 and then eventually apply it to layer 1.

Allow EOA wallets to make a one-off transition into becoming smart contract wallets.

Implement an EIP to enforce it in the next network upgrade after Shanghai.
